Irregular Attempt to Serve Legal Papers at TLC Event Raised Serious Safety Concerns

The Luke Commission (TLC) notes with concern an irregular attempt by three unidentified individuals who entered the TLC Events Centre on Thursday night, 13 November 2025, during the Benchmarking Global Excellence Celebration. Once contained by TLC security, the individuals claimed to be Sheriff’s officers. Their conduct was inconsistent with lawful procedure and created avoidable safety risks at a high-profile event attended by dignitaries, international guests, and more than 700 people.
The individuals arrived after hours and attempted to serve legal papers on an lawyer attending the event. They refused to provide names, identification, or contact details—conduct no authorised officer of the court would engage in—raising serious concerns about authenticity, accountability, and intent.
Although several uniformed police officers were present for dignitary protection, neither they nor TLC security were informed of any operation. This uncoordinated action on a hospital campus—where patients were receiving care and staff were on duty—created a potential breach of security and order.
Proper service of court documents occurs during business hours, at an lawyer’s chambers or designated address, by identifiable officers acting transparently acting transparently. Attempting to serve papers at a public event represents a clear departure from lawful procedure.
Because these individuals refused to identify themselves, TLC cannot confirm whether they were authorised officers of the court or persons acting without lawful mandate. As a healthcare institution, TLC expects all genuine officers of the court to follow the law, identify themselves properly, and conduct official business through recognised protocols. Any future attempt to bypass lawful process or compromise safety will be treated as a serious violation.
